Can a 23andMe test be compared to a Ancestry DNA test?

If you upload your DNA to GEDMatch they can. You can use the tools to compare DNA with anyone as long as they have also uploaded their DNA to GEDMatch too. A lot of the members who use GEDMatch add their GEDMatch ID's to the test kit information on WikiTree. It does not matter where you have tested to compare on GEDMatch.
