How would I find a payment made to a Civil War petition?

I found a petition (from Fold3.com in the Confederate Papers Relating to Citizens or Business Firms, 1861-65) of a family member for a receipt dated April 30th,1862. It was a receipt that acknowledged by a Charles (can't read the last name) for 100 pounds of meat sold to the Confederate Army for $8.00. The receipts states that the amount is correct and just and the account has not been paid. 

The petition is made for the amount to be paid. How can I find out when the petition was made and if it was paid or not? 

I have looked all over Ancestry and Fold3 and the National Archives as well as the Soldiers & Sailors database. But I don't think I am looking in the right place.

Thanks for the links...I had not seen the second link you provided. However, I did a search and did not find my ancestors name - Pervis or Purvis.
