Dead-end for ancestor - Quebec Records???

I've found it difficult, and indeed folks in my family for generations cannot find out anything about Francis Jackson Royal prior to his marriage in Ontario. He consistently mis-stated his age in census forms, and was apparently born in Quebec, Canada. There is speculation as to where his middle name originated. Any help would be appreciated.
