Assuming you are making a profile for this Ryan Russell, a link and a summary is acceptable in the Bio text box.

But be aware that since he is still living, the profile will be unlisted and noone will be able to read it except for the Profile manager and anyone on the trusted list.

This is done for anyone still currently living (who are not members of Wikitree)  to ensure their privacy!!

Is it perhaps for the profile of the deceased man who was murdered?

I find nothing in the  privacy policy page that prevents linking to documents that list the names and information about living people. 

It's for his step father, John Shoebroek.
