She is either Sarah Pennyfield or Sarah Harbin. I have a Dowden family tree source that says Sarah Harbin was his wife, and that Sarah Harbin was the daughter of Sarah Pennyfield, though I can find no record that confirms this. The source I have from my dad's cousin says it was Sarah Pennyfield who married Zachariah Dowden. Do you have any insight into the two Sarahs?
