1932 adoption papers in Lawrence County, PA - can courts open them now?

I was successful in getting my mother's birth certificate from 1932, Lawrence County, PA ... listing her adoptive parents. (Her grandparents adopted her). The original birth certificate seems to have her birth father listed, but that information cannot be released. I am hoping to petiion the courts, with my mother's concurrence, to find the name of her birth father, my grandfather. It's the only documentation I think I will be able to find.

Any other insights? ideas? considerations?

I think each state has their own rules. I did find this website:


It appears to list the who's, how's, and why's for getting your records. Apparently in PA, the only way to get the records is if the birth parents signed a release. Not sure if there is a statute of limitations on this, but it doesn't appear to be that way.
