What sort of information do you already have about Henry? Are you hoping to find out more about his life in Quebec, or to find records about his life in Ireland? Irish records can be difficult to trace and obtain (many have been destroyed or not kept at all), and the condition and availability vary widely by county and religion. (Civil records were not mandatory in Ireland until the 1860s.) Do you know which county Henry was born in? Are there other Cooper families living near Henry in Quebec, who you may be able to mine for clues?
