That looks like his marksman badge from the rifle range. You'd need to see it close-up to determine if he was a Marksman, Sharpshooter, or Expert.

Definitely not Expert - you would be able to see the leaves around the outside, but the biggest difference between Marksman and Sharpshooter was the concentric circles on the inner portion of the cross. The photo has a bit too much glare to be 100% certain.

The medal is a qualify medal of  a "Marksman", the little tag at the bottom of the medal would show what type of weapon. Probably an M-1 rifle. Just a guess. A person would have to re-qualify every six months.

It is the Sharpshooter Badge, It ranks between the Expert and Marksman badges.

I agree.  Although you can't see the circles, the shape is different that the marksman badge.
