Unlisted is required for still-living people who are not site members:

If the person is deceased, enter their date or place of death, and their profile will automatically convert to Red Private.

The only way for a regular living person to be moved from Private to some other privacy is for them to pass away, and as Ellen mentioned, update their date of death and change death indicator from "still living" to some other item.

We are in the process of updating living Notables from Private to some other privacy level, and they are a rare exception to the policy regarding living persons. If the person you are wanting to reduce the privacy is a Notable, then they would have to first qualify as a Notable, be accepted by the project, then the project and project leader would as a co-manager of the profile update the privacy level.

Along these same lines, if you have a Private profile that you want to share with others, you can add them to the Trusted List and then they will be able to view the profile. If there are others who do not have a WikiTree account who want to view the profile, you would need to encourage them to obtain an account first.

All living people who are not WikiTree members are REQUIRED to be unlisted.

The private level, with (choices of having either family tree or biography or both or neither public) is for WikiTree members and also permitted for persons who might have living descendants in case discretion is desired by the profile manager.

Bottom line - the only way a still living person can get out of the unlisted status is if they choose to join WikiTree.  If you enter their email address in their profile, they will automatically receive an invitation to join.
