Help with German transcription of an 1864 document.

When I took German in college, my professor Gisela told me she would give me a "C" if I promised not to attempt to learn German again.

So, any help transcribing the following 1864 emigration application for Christiane Jacobine Bathmann of Schützingen, Württemberg is appreciated!

It looks like she was born 4 Sept 1838. Of the rest I can read only an occasional word, not even enough to get a sense of what the remainder of the document says.
Thanks for the date, George!

Excerpt from the municipal council minutes page 610

Negotiated the 25 July 1864 by the municipal council

The unmarried Christina Jakobine Bathmann, born September 4, 1838 (parentless), formally wants to emigrate to America, and to convert her assets in the amount of 111 florin 9 ½ kreuzers, which are in the custody of Friederich Rößler, into travel money.
The latter asks for the issuance of a certificate.
The keeper Friederich Rößler commits himself as guarantor and self-debtor
to pay all outstanding debts of the emigrant, which he declares in front of the community council.

Hereupon it is decided not to put any obstacle in the way of the export of property and the emigration on the part of the municipal council, subject to the approval of the royal district office and the high court.

Thank you very much Dieter, both for the German transcription and the English translation.  It looks like Christina Jakobine Bathmann may be my second great-grandmother, and this intent to emigrate document fits into the timeline of the American events in my second great-grandmother's life.  Your assistance is greatly appreciated.
