Harriet (Regan) O'Toole or possibly Howard, from Boyle, Ireland to Newcastle on Tyne

On 19 Sep 2021 Shirlea Smith wrote on Regan-1527:

Why can't i find her on any census?

She is mentioned on her husband's service records (see her profile) and even has a street address of: 

98 Elsemere Road, Newcastle on Tyne, in 1914.

Her husband was discharged from the army in Newcastle in 1903.  Why can't i find them on the 1911 Census?  They could be under either O'Toole or Howard, since both names are mentioned as 'aka' on her husband's original enlistment (see his profile https://www.wikitree.com/wiki/Howard-26622).

I can't find her husband either, but of course he might have been in some barracks or overseas.  Can anyone make sense of his army postings?  Sorry about the paywall!  If anyone knows of a free location for these records, please share.
