If I find a person/birthdate on another geneology site can I suggest on wikitree that he belongs to my family tree?

Hi Louis.  Could you perhaps explain a little further exactly what you want to do?  If you have found one of your ancestors on another site who is not profiled here, or has data missing here, couldn't you create a profile or add the missing data?  The other site might provide you some leads or clues about where to find legitimate sources.
Yes, but if there are no sources on the other site, please don't add the profile here before finding some.
Suppose I don't know if he is related to me but his  name and dates (some 150 years ago) are consistent with being related.  I realize that that is not proof of anything but can one make a profile and comment it as a possible brother of some ancestor of mine?
Please don't make a profile without any documentation.

Yes, you can place a research note on another profile (the possible brother, or, perhaps better, the parent(s)'s profiles), noting the possible existence of a brother/child.
Louis, I agree with Julie.  The short answer is yes, you can create a profile for anyone, whether related to you or not, and you can add notes to existing profiles of family members, but the right approach would be to do some research first and see if you can find some records that prove or disprove your suspicion.  It is not all that unusual to find multiple people with the same name, at the same time, in the same general area, particularly if it is a common name.  And there are generally records available in the era of 150 years ago, so you probably don't need to guess at it, just take a little time to search the available data.
