Unsure if this profile is really a notable [closed]

Question

I came across this profile because of the error suggestions.  I've sourced the profile, but question whether she's a notable.  She is the spouse of a notable, but see no other reason for her own fame or notoriety.  This profile is managed by the project, so someone might want to take a look.

The error suggestion is Project Account without Project Box

Sometimes Projects manage the spouse, and/or children, and/or parents of some notables.

In this case, to make the error "go away", just add {{Notables}} above the Biography header.  (Her husband is PPP, which may explain why she is managed by the Project.)

In this case, she is deceased, open privacy, and not a Notable. Based on what information there appears to be about her, she is not known for any specific Notable activity, there's very little information on the internet about her, and it does not appear that additional information has been found regarding her specific acts of notability.

I have removed the Notables account from this profile.

Once a person has a Wikipedia-page (no matter in which language), s/he is considered a Notable. Because Lucy is only mentioned in the Wikipedia-entry of her husband, she is not considered a Notable here.

Well, almost, . . . the requirement is that they meet the "Wikipedia standard for notability" and this will generally mean that a Wikipedia article already exists.  That does not mean that it does exist nor that you MUST create a Wikipedia article if the person meets the standard and an article does not yet exist. . . . but why wouldn't you?

The only other way to clear that suggestion is for the Notables Project to be removed as manager. The project does not wish to manage profiles for deceased people but some PMs are adding them. This is causing many of these suggestions.

The Project has been co-manager since 2015.  Wouldn't someone have removed it by now if there were no reason for it?

Apparently not. Someone did tell me last year that she had recently started to clear the list of suggestions relating to the project box errors but I am not sure whether she is still doing it. There was a large number of suggestions at the time.
