It could be but probably not. You would have to ask the person if they are Jewish.

If they are deceased then were they buried in a Jewish Cemetery? Was it a Rabbi that preformed the service? One can not give a Yes or no answer. Lots of Jews have German, Polish, Italian etc surnames. There are Jewish people all over the world.
