I requested to be added to a trusted list a few weeks back and have had no response. The person is on the notables list and is my 4th cousin. What can I do ?

Is there a specific reason you need to have access?
Only that I have more info to add.including Dna proof but hey if complete strangers want to rule this then who am I to argue
Sue, only the person can add DNA info to their profile.  You cannot do it for them.  You add dna to your own profile.  Also, if you wish to claim the relationship, that, too, goes on your profile, not theirs.  (There are some neat stickers now for relationships, and descendants.)
If you put the 'DNA proof' on your own profile, it will propagate through out your DNA connections after 24 hours.

Ros, is that true? Don't you have to manually mark each profile between you and your cousin (" confirmed with DNA:, "mother is confirmed with DNA", etc?)

Although, 4th cousin relationship requires triangulation so a third match is needed...

Yes, it's true.  Your ancestors just have to be linked to you.  Whoever would share your DNA gets marked.

According to the Living Notables policy, only family members who are 2nd cousins or closer are given Trusted List access.

Unfortunately, this means that someone who is fourth cousin to a Living Notable cannot be on the Trusted List.
