Looking for parents of Charles Henry Shields, Pitts. Co., VA

Is this his death certificate?

It says his mother's name was Bettie Shields, but his wife (who provided the information) didn't know his father.  I can't find him with a birth family in the 1870 or 1880 Census.

Edit to add:  This marriage record lists his mother as Mary Shields, but doesn't name a father.
