Probably in Prussia at that time.

IT is Probably wrong person, because he was in Prussia still in 1915. My father is born in Zempelburg,Prussia 1916. I don't know where he moved after that.

The most likely port of departure for Eastern parts of Prussia would be Hamburg. The Hamburg passenger lists are available at Ancestry.com and may contain more information about origin.

Civil records in Prussia started in 1874, they are kept at the local level. It is, therefore, important to find the town of origin to get at those records. Most church records are also kept locally at the parish level with older (pre-1800) records often at diocese archives. Protestant church records are mostly in state archives. Again, one needs to know the town of origin.
