Non-roman alphabet case sensitivity

There seems to be a case sensitivity issue with the Cyrillic alphabet.
For example,
https://www.wikitree.com/genealogy/Романов
takes you to the Romanov index, but
https://www.wikitree.com/genealogy/романов
does not.
