Looking at the photograph [Cuba-36 | Virginia Marie Cuba], is "Bishop Arnold", MG William Richard Arnold?

This photograph, which was discovered in a local antique shop, appears to have this famous World War II Chief of Chaplains administering the Confirmation Ceremony of Miss Virginia Marie Cuba.    This ceremony was held at Fort Bliss, Texas in 1957; I believe it is possible that the old Bishop in the photograph is MG Arnold.
