Could the surname Hill have been changed to Haile/Hale?

Trying to find if the name Hill changed to Haile/Hale. I have Lord Robert (Lord of the Manor of Rangeworthy) I Hale (BORN: 1520 in Dursley, Gloucestershire, England; DIED: 1585 in Wotton Under Edge, Gloucestershire, England). Lord Robert’s father may be John Hale (BORN: 1495 in Gloucester, Gloucestershire, England; DIED: 1535 in England). John’s father is shown as: Giles Haile Hill (BORN: 1475 in Houndstone, Somerset, England; DIED: 30 Apr. 1547 in Cornwall, England.

How does the Haile Hill fit? Was the surname Hale/Haile and the Hill signify a place name, or was the surname Hill and was changed to Haile/Hale?
