Am trying to find the connection between myself and a guy in USA who has a matching yDNA . I think the ancestor may be from Surrey England where my family are from. At the moment I am lost

WV did not officially become a state until 1863, so Loundown (Loudoun County), could be in Virgina in 1770 rather than in what would become WV.

Found no sign of a Thomas Goddard living in VA in the 1770's, and only marriage records of Michael and Thomas. 
 
There was an Anthony Goddard in Virginia in 1663, formerly of Suringden,                  ( archive.org/stream/someemigrantstov00stan/someemigrantstov00stan_djvu.txt )     Wiltshire. He might be a possible Y-DNA connection.
