I was using the short version, which is the primary method of demonstrating the criteria for a Notable. However, if you prefer the long version, we can go into that.
Notability is defined by the Wikipedia standards for Notables, which does not explicitly mean you must have a Wikipedia page (in any language), however you must demonstrate clearly that you are capable of having all the elements on a Wikipedia page, including specific reasons for the fame or notability of the person, multiple independent and unique sources that support the person's notability, and a clearly written biography that shows their notability. We also accept those who Wikipedia has already stated as Notable, including those who do not have a Wikipedia page, but have an entry in an official National Biography.
So the simple answer is Wikipedia, but there are other more complicated methods as well. I was just trying to use the simple, straightforward one.
