I am interested in putting some faces to the names of my ancestors.

Is there a site that offers pictures based on surnames?

Ancient Faces is a webstie where you can post pictures according to surname. If you know the people in the picture, you can tag them. It has been a long time since I accessed that site so I'm not sure what it looks like now, but I still receive emails regularly that list new additions.
mundia.com is an ancestry.com site that is allowing new members to merge/search/match their trees with ancestry.com member trees that aren't searchable for free when you're on ancestry but are on mundia- I found a number of relatives and then foound that branchs' historian who had photos.  :-)  Good luck to you !!!

Hmmmm... Not that I'm aware of, Debbie.  When I do manage to find a picture of an ancestor anywhere online I try to contact the individual who posted it and ask permission to copy / repost the picture; and aske them how (and if) they wish to be credited.  I have never had to pay for a picture.

Many of the county chapters of USGenWeb have a section where photographs are posted - both of individuals as wel as historical landscapes, buildings, etc.  Perhaps you might have luck searching that way.
