In WWI what was the War Dept Exemption Board? Was it the draft board or different?

On Alajko-8 I have my great grandfather's Draft Registration Card and it's stamped War Dept Exemption Board. Just wondering if there is a different stamp or department.

Thanks. I'll check them out.
He was a carpenter for the railroad, that may have been considered an important position. It would explain no other military records for him.

WW1 war dep"t exemption board,people drafted for service could be exempted
for Religious reasons or physical or health reasons.But they had to appear before that
board.
