Pres. John Taylor ordained Richard Stephen Horne to what office in the Melchizedek Priesthood, and when?

My Priesthood Line of Authority mentions:

"Richard Stephen Horne (1844-1925) was ordained to the Melchizedek Priesthood by John Taylor"

But it does not say when or to what office.

Don't know if this helps or not. It appears at one time he was Elder in charge of the school system.
