You didn't note any timeframe.   It might be this Francis, son of Samuel and Mary Foote Fuller as the location seems to be correct.

Just to make sure I'm on the right track - Is this the FRANCIS CHARLES FULLER that was born May 19, 1921 and died July 29, 2007 in the Kenockee Township in Michigan?

From his obituary -  son of FRANK O FULLER and MAUDE HEATH FULLER; married IRENE E WATSON on April 10, 1943 (she was born 1919 and died Feb. 20, 2005). Survivors include one son, SANFORD FULLER.

There is mention of one Francis Charles Fuller, a prominent colonial, in this article from the National Library called, "Sea Mystery Solved".  He is among the passengers aboard the Appam when it was captured by Germans.
