Who can see the "Changes" tab for a person?

Who can see the Changes tab for a profile? As in, if I delete information I do not want public, can't someone just go look at the Changes tab and see what I deleted??

If the Profile is "Public", then anyone can see the changes page.

For higher "Privacy Level" settings, the profile changes page can be seen only by those on the Trusted List, including the Profile Manager(s).
