According to https://www.wikitree.com/wiki/Project:One_Name_Studies, the list of existing One Name Studies is on https://www.wikitree.com/wiki/Category:One_Name_Studies.
If there is an official WikiTree One Name Study then it normally appears at the top of the surname page. So for example on https://www.wikitree.com/genealogy/DWIGHT there is a box at the top right labelled "Dwight Project" that links to the Dwight ONS. There isn't an equivalent at the top of https://www.wikitree.com/genealogy/DWYER, so I don't think there is yet an official WikiTree ONS for Dwyer.
Looking back through the weekly emails, there was one on the 11th January that said "One Name Studies — projects organized around a surname — are one of the most popular ways to collaborate on WikiTree. Look for a "{{name}} Project" button here or check the index for any surname. If there isn't an active project to join, start one!" where {{name}} would in your case have said Dwyer, so maybe that's what you remember seeing?
