Should the info about a location be moved to a free space page rather than an individual's profile?

This individual profile has a wealth of information about the founding and development of St. Malo, Manitoba. I'm wondering if it should be moved/copied to a free space page as it concerns an entire community and not just one individual.

Yes, that's exactly the kind of thing that a free-space page is best for.  The page can easily be linked to multiple profiles.

As mentioned at the top of the profile, 

Louis Malo et Lucie Messier furent ainsi les premiers pionniers fondateurs du petit village manitobain qu'on appelle à ce jour Saint-Malo.

I see much information explaining how this individual was part of the process of founding and expansion of Saint-Malo, or the recognition of his house or other areas as historical, I don't see anything of any significant volume discussed in the profile that is unrelated and should be removed to a free-space page.
