Migration categories for India

Need a little help with India migration categories, which weren't created yet.

According to https://www.wikitree.com/wiki/Space:Migration_Category_Structure , India exists but is undivided (which is fine -- I don't know which province the people left from anyway).

I have created https://www.wikitree.com/wiki/Category:Otago%2C_Immigrants_from_India as a Level 4 Immigrant category; which seemed to work; however on the Parent category it hasn't automatically linked to "India, Emigrants" like does happen for other countries.

Is any other setup needed here?

There seems to be an inconsistency: level 4 categories are linked to Country, Immigrants (example), but not to Country Emigrants (see your example).

One must be an emigrant before one can be an immigrant.

 (I, too, am interested in migration categories for India.)
the L3 category "India, Emigrants" says it's not a top-level category and I shouldn't add people directly to it . Should there also be a L4 "India, Emigrants to New Zealand"?  Where "India" here fills the role of single AdminEntity for the Country.

What I mean it that a level 4 Category:AdminEntity, Emigrants to Country (example Nordrhein-Westfalen, Emigrants to the Netherlands) is added to both:

* Level 3 emigrant tree: AdminEntity, Emigrants (example: Nordrhein-Westfalen, Emigrants)

* Level 2 immigrant tree: Country, Immigrants (example: The Netherlands, Immigrants)

However, the level 4 Category:AdminEntity, Immigrants from Country (example: Otago, Immigrants from India) is only added to:

* Level 3 immigrant tree: AdminEntity, Immigrants (example: Otago, Immigrants)

It isn't linked automatically to the level 2 emigrant tree, Country, Emigrants (example: India, Emigrants), which is inconsistent.
