Template page says the parameters are preferred, but not required. Entry format at the top of the text section seems to indicate that they are required fields, though.
Looking at some of the other 'war' type templates, most of them have preferred, but they will do the same as you stated above. I think you are probably correct that they should be stated as required, if information will be shown if nothing is entered for those parameters.
