1891 England Census, Class: RG12; Piece: 55; Folio: 24; Page: 36; GSU roll: 6095165:

WikiTree profile: Rhoda Abbott

I've already tried a search for her name and her mother's name in the 1891 Census on FamilySearch.org to no avail.

You can find the census record many places, Ancestry definitely,

On this site which is free:

https://www.freeukgenealogy.org.uk/

It has separate pages for censuses vs church records. this is the page you want https://www.freecen.org.uk/

Perhaps family search, though they seem to have lost access to various censuses.

Here is a free-to-view link to that census record, where she has been mis-indexed as Rhoda Haut - https://www.ancestry.co.uk/sharing/2295019?mark=5915ef844ce22aa0f57d84062a65d862bb96bcbfd2144851f048ff8d0786706b.

Here is the FamilySearch equivalent, where she has been mis-indexed as Rhoda Hant - https://www.familysearch.org/ark:/61903/1:1:QQL6-63Z.
