Are these categories for the same thing?

I was taking part in Data Doctor challenge removing profiles from top categories.

I came across England Cotton Weavers and English Cotton Weavers with roughly equal number of profiles in each. Are these categories for the same thing?

Their description narratives are identical but were they set up for subtly different reasons - country of where the person was employed or the ethnicity of the person which ever country they were employed?

A previous answer about coach painters says that England is the preferred category, however in the case of this profile there is only English Cotton Operatives to choose (and not England).

So it looks like the Cotton Industry occupations might need a review to standardise the categories.

They appear to be duplicates. The preferred name format is "England, Cotton Weavers".
