G2G: Is a 'project' where I create a tree for another person ?

I don't want to misuse or incorrectly use the site.  While it may not show it here, my family tree is fairly well complete.  My brother in law's, however, is a mess.  I have been using ancestry for over a year to work on his, but have ran into various pitfalls.  Both of his parents were adoptees.  I have enough DNA 1st-2nd cousin hits that I can get 1 grandfather branch on each side fairly well.   But his paternal grandfather is extremely elusive, and his maternal grandfather's family is just as well.  Just as frustratingly, except for the top 2 or 3 highest matches, the next 6-7 matches have either NO trees (which makes me believe they are all adopted as well), and/or they are all a part of the missing branch I can't find anything for.  I'd hoped to mirror the known information I have here, so that we could then possibly reach some others and fill in the gap.  

However, I cannot tell if that is what a 'project' is here, or not.

Andrew, at WikiTree we all use one global tree to document all our families so adding your brother in law's family will not be seen as a problem in fact it is encouraged. As you add to his tree you may find that there is existing profiles to link to.  We also have a few members who may be able to help with adoption.

Hi Andrew, most of the time people use the term Project on Wikitree they are talking about a Top Level Project, which is something you can join as a member to collaborate on profiles that have something in common, such as a location (Nordic Project) or religion (Quaker Project).
