What does Groom (not domestic) mean?

Reuben's occupation on the 1901 Census is Groom (not domestic). What does that mean, please?

I would think he was employed in a commercial establishment, perhaps a hotel, or a cabby's stables/mews.  As opposed to a family's home (domestic).

Takes care of horses, usually quite young, a stable boy.

On the 1901 census where he is a  Groom (not domestic), he is age 33, so not a stable boy. The other people on the same page of the census seem to be working in the brickmaking industry.
Interesting. I wonder what it means then.
He could have taken care of the horses used to pull trays in the brickworks.
