How does Gov. Project work?

I was looking at the Governor's project. What exactly are we trying to connect the governors to? That is, how do you determine that they're "connected?"

Normally, when we say "are they connected", we mean the person connects to a family tree with his/her ancestors.  You don't have to trace the entire ancestry, but that they are somehow connected to other people.

At a minimum (my view), I would say we have their immediate family if they are deceased (father, mother, siblings, spouse, and children).

Connected means to the main tree, not just to their family/ancestors. E.g., the opposite of Unconnected.

"Connected" means having profiles link to the main tree.
