Why DBError 966 on Rutherford-10 source https://www.penjaccphoto.com/penleyged/fam00089.htm that works correctly?

Question

The Error 966 Info for this profile indicates a 403 forbidden for the address within the question.  If I can access the source, can everyone?

I can see it fine.  I think it p[robably means that, when the system checked that URL, it didn't work for whatever reason, so a Suggestion was created.  Just mark it false.
