Patrick J. Hurley, U.S. Secretary of War, help finding on 1930 census

Patrick J. Hurley served as United States Secretary of War during the Hoover administration from 1929 to 1933.  During the 1930's and 1940's he and his family lived in the Washington D.C. metropolitan area.  The 1940 census states they were in Broad Run Magisterial District, Loudoun, Virginia during 1935.

Why would Hurley and his family be missing from the 1930 census?  I'm hoping that someone with knowledge of the D.C. region or access to the 1930 census indexes may be able to locate the family.  Would there be a reason that Presidential Cabinet officials would not participate in the census?  Perhaps there are alternative resources for the area?  Help and suggestions are welcomed.

My first guess was that he was living on a military base somewhere but in my search I see there are others with the same name and with ties to Ireland. There is even one with the same middle initial, but not him (different wife), also born in Ireland. 

Is this him? It says he was born in Northern Ireland and immigrated 1892 or 3. but the age isn't right, 57 years old. He and Ruth appear to have been aboard a ship the previous November, boarding at Cristobal, CZ, Panama bound for New York. Thanks for the information!  There are many Patrick Hurley men for sure, which makes searching confusing.  The customs record you shared is the correct person.  However the man on 1930 census is unfortunately not the same one, as this Hurley was definitely in the U.S. by 1883.  Thanks for the assist, much appreciated.
