Profiles need to be managed by a project, usually when there has been some controversy over the person or relatives. Projects don't need to manage profiles just because they are Notable. Profiles can normally have a Notables Sticker.
That specific profile does not look like it has had any issues with incorrect relatives added, nor does it look like the profile has been changed very much, so it probably only needs the Sticker.
