Need help finding the mother of Frances Eugenia Kidwell

A brick wall ... I'm looking for the mother of Frances Eugenia Kidwell (Kidwell-280), who was born 06/30/1854 in Shepherdstown, Jefferson Co., WV. The mother died at or shortly after Frances' birth, and her father remarried in 1855, but I find neither Frances' birth nor a death of a female Kidwell in 1853-1855. I've tried the website http://www.wvculture.org/vrr/va_select.aspx.  Frances gave the name Butler as a middle name to one of her daughters, but I also found no Kidwell-Butler marriage.

His death certificate says that he died on 28 March 1902 of paralysis at age 70 years 3 months and 5 days. His Parents were listed as John Kidwell & Rachel Hawn. The death certificate is on file at The Maryland State Archives. I do have a copy. In 1870, Rachael Kidwell was living with her son John and listed as a widow. Rachael Hawn and a James Kidwell were married on 5 October 1828 in Berkeley County, WV.

John's children are as follows:

Frances Eugenia Kidwell Swain June 30, 1854 - July 18, 1905
Mary E Kidwell Abt 1857
Emma Kate Kidwell Stull November 6, 1858 - January 12, 1938
Pink B. Kidwell Pierce October 4,1863 - May 6, 1933
Rosa D. Kidwell 1865 - April 1878
Julia L. Kidwell Clayburn November 1866 - May 28, 1955
Charles William Kidwell July 7, 1869 - October 8, 1882
Frank L Kidwell April 1971 - 1903

It had been believed that Frances was the child of John W Kidwell from a marriage before his to Mary Ann Saylor as John & Mary had a marriage of 1855 about 10 months after Frances was born. There has not been another marriage found for John so it is possible he was only married to Mary but they simply did marry until after Frances was born and therefore also possible that Mary Ann Saylor is indeed the Mother of Frances.
In addition the 1900 census states that Mary was the mother of eight children with six living. John Kidwell had eight children with six living at the time of his death. Their daughter Rosa died in 1878 and their son Charles died in 1882 that would leave six children including Frances.

There was a Herbert L Kidwell who died in Texas and is not the son of John and Mary. Herbert was born in 1884 to John H and Hannah J Kidwell in Marion County, West Virginia

John was my Great Great Grandfather.

Thanks so much for trying to help. Mary may be Frances Eugenia's mother, but there are two reasons that's still not settled. First, in the 1870 census, all of the children born after Mary and John's marriage are listed first, John's mother is listed below them, and then Frances is listed last. Several times in other families, where documentation exists proving two marriages and two sets of children, I've seen the children of the second marriage listed first and the children of the first marriage listed beneath them. Second, I have also seen - just a week ago in fact - a case where the first wife deserted and her children, proven to be hers by original Ohio birth registers, grew up regarding their stepmother as their mother to the degree that their own survivors named the stepmother as mother for the death certificates.  A similar mindset may account for the numbers of children for John and Mary in the 1900 census.

Frances was born to John W Kidwell. Her death certificate gives her Mother's name as Mary Saylor. It gives her age at time of death as 51 years and 17 days which would put her birthdate as June 28, 1854.
