Odessa, Odessa vs. Odessa, Ukraine

Hi !

Is there supposed to be a difference between the Odessa, Ukraine Category (https://www.wikitree.com/wiki/Category:Odessa%2C_Ukraine) and Odessa, Odessa Category (https://www.wikitree.com/wiki/Category:Odessa%2C_Odessa) ?

Odessa, Odessa seems to be udes more for Jewish profiles but it's not really specified anywhere. I don't usually do Ukrainian research, I just wanted to use the category for one profile.

https://www.wikitree.com/wiki/Category:Odessa%2C_Ukraine seems to be connected only to the country of Ukraine category and thus after 1991. 

The https://www.wikitree.com/wiki/Category:Odessa%2C_Odessa has connections to the Russian Empire and Soviet Union categories. 

So for me if the profile you want to categorize is a pre 1991 profile then I would put it in the Odessa, Odessa category.

The place of birth is shown as Одесса, Одесский уезд, Херсонская губерния, Россійская Имперія. The English translation is Odessa, Odessa Uyezd, Kherson Governorate, Russian Empire.

The Russian empire was subdivided into Governorates which are often called Provinces in Wikitree (e.g. Kherson (Province)). The Governorates in turn were subdivided into Uyezd, often called Districts (e.g. Odessa (District)).
