In Nuevo Leon, Mexico could i write to on a death inquiry?

Hello I am writing to ask for help on where to write for inquires on a death record from Nuevo Leon, Mexico.  I have been trying to research my father's maternal grandmother Juana (Herrera) Cuellar (Herrera-260) for many years now with no luck.  I find much information on her children while trying to research her but never anything on her.  Anyway my uncles have always stated that she died in Texas or in New Mexico but I have not been able to find a death record there.  so I am going to try and locate the record now in Mexico where her daughter Victoriana died.  I am attempting the search this way because stories from family state that her daughter Victoriana was buried with her husband my grandfather Plutarco Navarro in General Trevino, Nuevo Leon, Mexico.  however this is not true.  Plutarco was buried in Wes Laco, Texas and Victoriana was buried in Mexico.  so now the question for myself is who is buried with grandma Victoriana?

If you go to www.familysearch.org and put in her name and then put her

approx birth date 1845-1855 then put in Mexico and you will see a number of choices.
Thank you for the suggestion.  I completely forgotten about my family chart there.  I am exploring all options right now for researching my father's maternal grand mother.  I thought about Indian census but even though she was Native American she always listed herself as Mexican.  I guess she is going to be one tough brick wall to chip away at.  Again thank you for your suggestion.
