Were you saying Margaret Sullivan was born about 1823 in Ireland or she came to New Orleans in about 1823?

How were the two women related?

I am  most grateful for these leads.  Emma Clementa Peter was my maternal grandmother, born about 1856-1860 in New Orleans, LA and came to Washington, D.C.  Her mother's name was Sullivan from Ireland.  In the U.S. Census of 1880 there is a Margaret Sullivan, 60 years old living with my grandparents.  My mother often spoke of an Irish relative who influenced her and at 90 years was still young, more or less.  So I put these things together in trying to find some clue
