There was a Jessie Bernard born 1884 who marreid Albert Howard on 16 Oct 1906 at All Saints' Cathedral, Bathurst, NSW, Australia. Groom's parents were James Howard and Elizabeth Mckitt. The bride's father was Charles Bernard and mother was Mary Ann Mckinson. 

This could be the Charles Thomas Bernard, son of Charles Bernard who died in 1867. 

Charles Barnard died 10 Mar 1902 at Sydney, NSW Australia. He was buried at the age of 69 at Sandgate Cemetery. His spouse was Elizabeth Bernard. Elizabeth died 15 Apr 1923 at age 85 and was also buried at Sandgate Cemetery.
