What does the FHL number refer to? If a vital record, you could go to your local family history center (ie, closest Mormon church) -- you don't have to be Mormon -- rent the film -- it will be delivered from Salt Lake City to your local FHC -- then peruse the film on the microfilm readers at the center and either print or copy to your own  thumb drive, the image of the record. All for less than $10.
