Because it is most likely, Frances (not Francis) was not the daughter of Isaac Fogden.
Frances was baptised Frances Pinchard, on 21 April 1811, Boxgrove, Sussex the daughter of Hannah Princhard, (England Births & Christening 1538-1975) (.https://familysearch.org/ark:/61903/1:1:NY2Q-M2N).
Immediately apparent are the following baptisms with Hannah Pincher being the mother, no father.
George Pincher 25 December 1808, Boxgrove, Sussex.
Sally Pincher 3 May 1818, Westhampnett, Sussex.
Eliza Pincher 27 March 1825 Westhampnett, Sussex.
However, Matilda was baptised Matilda Fogden-Pincher on 8 April 1827 Westhampnett, the daughter of Isaac Fogden & Hannah Pincher.
A marriage of Hannah Pincher to Isaac Fogden is noted 23 January 1825 Westhampnett, Sussex and a marriage of Hannah Pinchard to William Woodrofe on 19 february 1832 Westhampnett, Sussex.
Looks like two different Hannahs' as the marriage to William Woodroffe would have been recorded as Hannah Fogden.
