Was there a minimum age limit before someone would be listed in the city directory?

My guess is about 18, does that make sense? Am I thinking too much in the here and now?

Good question. So far Google search has not provided an answer. May vary depending on the city.

Toledo -  

New City Directory Divided Into Four Main Departments .

Husband and wife are counted as one name, and 18 is still the minimum age limit of individuals listed.
