Which sources, free or pay, have the most western newspapers?

I am particularly interested in California, Oregon, Washington, Idaho, and Utah. I'm looking for obituaries as well as news articles. I purchased a 30 day trial with Genealogy Bank, but I find that their coverage in the west is poor.

This doesn't answer your question. I suspect if you want to know, you'll have to go to each site, find their list of papers and see what they have. I use genealogybank and newspapers.com. GB is better for modern obits, has also the Soc.Sec.Death Index, but their rules of usage are more strict. Newspapers.com seems to have more from farther back.
I maintain a subscription to newspapers.com. I don't have enough information to know that it could be considered the "best" or to have the "most" of anything, but it has proven quite useful to me. I particularly like that you can create shareable links to entire clippings.
Is there a genealogy library near where you live? That could be something to look into. Ask about Newspaper Archives for California, Oregon, Idaho and Washington.
I use both newspapers.com and newspaperarchive.com. I find I get a good balance between the two and usually find the information I'm looking for at one or the other.

If you want something free, try the Library of Congress's Chronicling America website.  It a lot of newspapers from all over.

And for the State of Washington, try the Washington State Library's Historic Newspapers database.
