In an old Quaker record has the phrase "signed Epistle." What does that mean?

I found this phrase  and then a date on Ancestry.com in "England & Wales, FreeBMD Marriage Index, 1837-1915 for James Scriven (Encyclopedia of American Quaker Genealogy Vol. III). It looks like a marriage record; is it?
