In general, if the picture is public domain and has documentation to prove it, then it can be posted to the profile. The trick is finding an appropriate photo that isn't copyrighted by some press corp or by one of her previous employers or taken by a private photographer who would object to the usage. Ideally the photo should be taken by yourself, but with Notables, this is very rare. In most cases, wikipedia has a photo that they've documented under the fair use clause, and we can also use it under the same, but even then, I always read the specific requirements they put forth (sometimes you can just use it - other times you are required to post its origin or who took it and where) so that we're covered.
It's all about making sure we're being fair to those who own the photos, and giving them proper credit or asking permission and receiving it, if we need to.
